Analisis Dan Perancangan Enterprise Architecture Bidang Tata Kelola Lingkungan Menggunakan Togaf Adm Pada Dinas Lingkungan Hidup Provinsi Jawa Barat

Abstract

Abstrak Dinas Lingkungan Hidup (DLH) merupakan instansi pemerintahan bergerak dibidang pengendalian lingkungan hidup. Beberapa kegiatan pada DLH Provinsi Jawa Barat khususnya bidang tata kelola lingkungan dirasa belum berjalan dengan efektif dan efisien. Penyebabnya adalah kegiatan yang berlangsung masih menggunakan media kertas dalam hal serah terima dokumen. Dengan memanfaatkan teknologi informasi maka permasalahan yang ada pada DLH Provinsi Jawa Barat khususnya bidang tata kelola lingkungan akan mudah diselesaikan. Pemanfaatan teknologi informasi harus selaras dengan dengan strategi bisnis yang ada sehingga dibutuhkan perancangan Enterprise Architecture. Dalam perancangan enterprise architecture dibutuhkan kerangka kerja (framework) yang digunakan untuk mengidentifikasi ruang lingkup arsitektur dan mendukung proses perancangan arsitektur. Salah satu framework yang ada adalah TOGAF dengan metode TOGAF ADM. Framework TOGAF dipilih karena memiliki beberapa kelebihan salah satunya fleksibel dan mudah diintegrasikan. TOGAF ADM memiliki 7 fase, yaitu Preliminary Phase, Architecture Vision, Business Architecture, Information System Architecture, Technology Architecture, Opportunities and Solution, dan Migration Planning. Pada penelitian ini dengan menggunakan TOGAF ADM menghasilkan artifak-artifkak dalam bentuk Roadmap yang dapat dijadikan sebagai acuan bagi DLH Provinsi Jawa Barat khususnya bidang tata kelola lingkungan.

Abstract Dinas Lingkungan Hidup (DLH) is government agency in the field of environment control. Some activities on DLH West Java especially the areas of governance environment are considered not running effectively and efficiently. The reason is that the activities are still using paper media in terms of handover of documents. By utilizing information technology then existing problem on DLH West Java, especially the areas of governance environment will be easier to solve. Utilizion of information technologi must be aligned with existing the business strategy so that required design of enterprise architecture. In the design of enterprise architecture needed a framework that is used to identify scope and support the process of architectural design. One of the existing framework is TOGAF with TOGAF ADM method. The TOGAF framework is chosen because it has several advantages, one of which is flexible and easy to integrate. TOGAF ADM has seven phases, that is Preliminary Phases, Architecture Vision, Business Architecture, Information System Architecture, Technology Architecture, Opportunities and Solution, and Migration Planning. On this research by using the TOGAF ADM produces artifacts shaped the Roadmap used as a reference for DLH West Java especially the section of governance of environment.
