Abstract

Abstrak PT Balai Penyedia dan Pengelola Pembiayaan Telekomunikasi dan Informatika (BP3TI) adalah sebuah lembaga yang dibentuk oleh Kementerian Komunikasi dan Informatika (KOMINFO) pada tahun 2010 berdasar Peraturan Menteri Komunikasi dan Informatika Nomor:18/PER/M/KOMINFO/11/2010. Fungsi dari BP3TI adalah sebagai lembaga pelaksana program pemerintah Republik Indonesia di bidang telekomunikasi dan informasi. Program tersebut adalah Kewajiban Pelayanan Universal (KPU), sebuah program dengan tujuan meningkatkan kualitas dan aksesibilitas teknologi informasi di daerah-daerah tertentu di Indonesia. Untuk memenuhi kebutuhan tersebut harus memperhatikan keseimbangan antara aspek bisnis dengan aspek teknologi informasi, maka dibuat perancangan enterprise architecture dengan metode TOGAF ADM framework. TOGAF ADM terdiri dari beberapa fase yang dijadikan guidelines dalam melakukan perancangan enterprise architecture. TOGAF ADM sendiri memiliki beberapa fase seperti : Preliminary Phase, Architecture Vision, Business Architecture, Information System Architecture, Technology Architecture, Opportunities and Solution, dan Migration planning. Dalam penelitian ini akan dibahas strategi bisnis dan infrastruktur BP3TI khususnya fungsi pengelolaan pendapatan dan pembiayaan. Dengan menggunakan framework TOGAF ADM dapat menghasilkan architecture blueprint sebagai bahan untuk menyusun IT roadmap BP3TI. The function of BP3TI is as the implementing agency of the government of the Republic of Indonesia in the field of telecommunications and information. The program is a Universal Service Obligation (KPU), a program with the aim of improving the quality and accessibility of information technology in certain areas of Indonesia. To meet these needs must pay attention to the balance between business aspects with aspects of information technology, then created the design of enterprise architecture with TOGAF ADM framework method. The Open Group Architecture Framework (TOGAF) consists of several phases that are used as guidelines for designing enterprise architecture. In this research will discuss business strategy and infrastructure of BP3TI especially function of management of income and financing. TOGAF ADM itself has several phases such as Preliminary Phase, Architecture Vision, Business Architecture, Information System Architecture, Technologi Architecture, Opportunities and Solution, dan Migration planning.
